Hungarian Press Review

        Budapest, December 28 (MTI) - Every national daily gives coverage to
the budget for 1995, which was approved by Parliament yesterday.

        - Nepszabadsag - The paper quotes the only Socialist deputy
abstaining from the final voting on the budget, who is the General Secretary
of the Hungarian Teachers' Union, as reasoning that the budget does not
grant enough money to local governments, and the energy price increase
has no adequate counterbalance.

        - Uj Magyarorszag - "The government's stabilization programme,
instead of vitalizing, restrains the economy," the paper's commentator
says. (page 1)

        - The "Magyar Nemzet" carries an interview with the present and the
previous finance ministers. In Finance Minister Laszlo Bekesi's view, such a
debt-burden as Hungary's excludes the possibility of stable economic
growth. Former finance minister Ivan Szabo, however, stresses that the
1995 budget does not support education and science, and thus paralyses
economic growth before it could even start. (page 4)

        - The "Kurir" publishes an article entitled "Our Cash-Box Will Be
Empty Next Year". (pages 1 and 5)

        - Magyar Hirlap - Finance Minister Laszlo Bekesi can be only happy
until the experts of the International Monetary Fund come to demand an
account of the conditions of a possible three-year agreement, the paper
comments. (page 7)

        - Nepszabadsag - Frigyes Harshegyi, vice-president of the National
Bank of Hungary, puts Hungary's not yet utilized loans at USD 2-3 billion.
However, at present the country does not have any economic development
concept for which foreign loans could be claimed, he says. (pages 1 and 13)

Claes Grants Interview to MTI On Expanding NATO

        Brussels, December 28 (MTI) - It is inconceivable for any country to
be admitted a new member of the European Union in the future without that
going hand in hand with NATO membership, NATO Secretary General Willy
Claes said in an interview he granted to MTI and Hungarian Television
recently.

        Claes recalled that the European Union was striving to shape a
defence policy of its own, one of whose key elements would be the West
European Union.

        "I continue to be optimistic and I hope that Moscow will soon be
ready to accept the two documents on the table (the basic principles and
the programmes of cooperation between NATO and Russia, rejected by
Russian foreign minister Kozyrev in early December owing to the intention
to "hurriedly expand the organization") - said Claes.

        He confirmed that the Alliance did not seek to isolate Russia, quite
the contrary, Brussels seeks to develop a European security structure in
which Russia is a close and cooperative partner.

        It is certain, the secretary general pointed out, that NATO cannot give

a right of veto to anyone. "Not even the tough speech delivered by
President Yeltsin in Budapest has deterred us "from granting a mandate of
a permanent ambassador's council for implementing the resolution of
December 1 (passed on a process aimed at sizing up the expansion of
NATO inside) - Claes pointed out.

        However, he added, under provision five of the Washington Treaty
granting collective security guarantees a future expansion "would entail
serious military, political and even budgetary consequences for the present
member countries."

        "It is logical of us to expect of the would-be new member countries
"to meet the obligations that the present 16 member states have already
undertaken.

        Claes said the North Atlantic Council would decide on admitting new
members with a show of hands, and this will be unequivocally a "political
decision".
