WORLD WAR II SOVIET DEATH TOLL TO BE ANNOUNCED. General Dmitri
Volkogonov, chairman of the president's commission on military
prisoners and MIAs, announced on 2 December that he would reveal
the exact number of Soviet citizens killed during World War II by
next year's fiftieth anniversary of victory. According to
Interfax, he said that the figure of 27 million killed generally
accepted today should be "corrected." He also revealed that 44
Soviet officers and soldiers disappeared in Hungary in 1956, and
some 300 were missing-in-action in Afghanistan--some still being
kept prisoner. He also said that a Colonel Udalov, who disappeared
in Ethiopia in 1978, was still alive and working in a stone quarry

SLOVAK POLITICAL DEVELOPMENTS. Sergej Kozlik, deputy chairman of
Vladimir Meciar's Movement for a Democratic Slovakia, told
journalists in Bratislava on 5 December that the new Slovak
government should be formed between 10 and 15 December. Kozlik
said agreement had been reached on both the division of ministries
among the MDS and its coalition partners (the Association of
Slovak Workers and the Slovak National Party) and the choice of
ministers. Meanwhile, TASR announced that representatives of the
MDS and the Party of the Democratic Left are to meet on 6 or 7
December to discuss economic and social issues. PDL chairman Peter
Weiss told a press conference in Bratislava on 5 December that the
talks will not focus on a possible coalition between the two
parties. "We have done everything possible to create a broad
coalition government," Weiss said. Also on 5 December, two ethnic
Hungarian parties--Coexistence and the Hungarian Civic
Party--signed an agreement on forming a joint caucus in the Slovak
parliament. The parties' chairmen, Miklos Duray and Laszlo Nagy,
told journalists in Bratislava that there will be two Hungarian
ethnic caucuses in the Slovak parliament: their joint caucus and
that of the Hungarian Christian Democratic Movement. -- Jiri Pehe,

HUNGARIAN PREMIER DISCUSSES NATO AND REFORMS . . . In a meeting
with US President Clinton at the CSCE summit, Gyula Horn
reiterated Hungary's commitment to becoming a member of NATO and
continuing with economic reforms to gain full EU membership, MTI
reports on 5 December. Horn asked for increased US investment in
Hungary, while Clinton promised support for Hungary's goals and
stressed the importance the US attaches to Hungary's EU

. . . AND MEETS WITH ROMANIAN PREMIER. Horn and Romanian President
Ion Iliescu met in Budapest on 4 December to discuss bilateral
relations, MTI reported the next day. Horn said Hungary would like
to expand its relations with Romania "in the spirit of historical
reconciliation" and stressed the importance of the negotiations on
a bilateral treaty. He added that it would be a positive signal
not only for bilateral relations but also for the Central European
region if Hungary and Romania were among the first countries to
sign the European Union's document on national minorities.
Iliescu, for his part, said the talks with Horn had been "open and
realistic" and had proved that "Romanian-Hungarian relations are
not conflictual," according to Radio Bucharest on 5 December. He
welcomed the "open and realistic manner" displayed by the Horn
cabinet in approaching the problem of "historical reconciliation"
through promoting contacts at high level. But he added that such
contacts should not be conditional on agreement already having

ILIESCU AT CSCE SUMMIT. Addressing the CSCE summit on 5 December,
Romanian President Ion Iliescu reiterated Romania's
"determination" to become a full NATO member, saying that Romania
did not merely wish to be a "consumer of security but also a
producer of security." On 4 and 5 December, Iliescu met with
Moldovan President Mircea Snegur, Bulgarian President Zhelu
Zhelev, Hungarian Prime Minister Gyula Horn, Spanish Premier
Felipe Gonzales, Ukrainian President Leonid Kuchma, and British
Prime Minister John Major. Romanian Television on 5 December
reported that Iliescu had discussed with Snegur the
"intensification of contacts at all levels." The Moldovan side was
reported to have declared it was waiting for the visit of Romanian

HDFR PROTESTS "MILITARIZATION" OF SZEKLER REGION. The Odorhei
branch of the Hungarian Democratic Federation of Romania has
protested what it calls "the militarization" of the territories
largely inhabited by the Szekler Magyar minority. The protest was
made public on 4 December by the independent news agency Arpress.
The HDFR says that since December 1989, the Romanian army has
taken "numerous steps that disturb the peace of the region's
inhabitants." It says these steps are "unjustified" and adds that
police forces in the region inhabited by the Szeklers are three
times larger than elsewhere in Romania. The HDFR also says that
such measures are "hardly leading to the promotion of
[Romanian-Hungarian] trust," which is particularly needed on the
eve of concluding the Romanian-Hungarian basic treaty. -- Michael

Hungarian-NATO Treaty - Claes, Kovacs, Keleti

                Brussels, November 15 (MTI) - HUNGARIAN Foreign Minister
Laszlo Kovacs, Defence Minister Gyorgy Keleti, and leaders of the North
Atlantic Treaty Alliances mutually accepted at NATO headquarters here
today a finalized bilateral cooperation working schedule between Hungary
and NATO, opening the way for specific cooperation in the framework of
the Partnership for Peace project. General Secretary Willy Claes spoke of
Hungarian-NATO relations progressing to an individual programme of
cooperation. He said the programme was part of stabilizing "security
relations between Hungary and the Alliance." Claes felt "an active part in
the Partnership for Peace project would help gradually expand NATO." He
spoke of a possible formal announcement at the foreign ministers' meeting
of the North Atlantic Council in December on the start of consultations with
member countries.

        Foreign Minister Kovacs said the partnership for peace project and
the cooperation programme were not enough for future admission: NATO
should clarify when and under what terms it will open its gates to East
European countries. Kovacs denied he had had any "response" to any
alleged Hungarian uncertainty over membership of NATO.

        Budapest, November 15 (MTI) - DEFENCE Minister Gyorgy Keleti said
that in the course of the day the Hungarian delegation had paid a visit to
NATO headquarters in Mons where they conferred with General Peter
Carstens, chief of staff of the European headquarters of allied armed forces
and with Gunnar Lange, head of the group of coordinating the partnership
for peace project.

        It was confirmed that ten multinational military exercises within the
project would be staged next year, and one would be a joint Hungarian-
British-German staff exercise in Hungary.

Parliament Passes Act on Investment by Foreigners

        Budapest, November 15 (MTI) - PARLIAMENT unanimously passed a
law here today changing rules on investment by foreigners in Hungary.

        In the future foreigners can contribute cash to the assets of
companies in Hungarian currency that can then be converted into foreign
currency.

        Before the vote Minister of Industry and Trade Laszlo Pal said that
international companies had accepted with understanding and, in fact
several were happy with an amendment that foreign trade rules would be
applied to products brought as non-cash contributions.

Hungarian Press Review

        Budapest, November 16 (MTI) - HUNGARY has given Slovakia its
draft for a Hungarian-Slovak basic treaty, an official at the Ministry of
Foreign Affairs was quoted in the daily MAGYAR HIRLAP, as contradicting
some Slovak views that Hungary will not make any further efforts to
complete the treaty until the set-up of the Bratislava government. (page 3)
NEPSZABADSAG asked Peter W. Rodman, a director at the U.S. centre of
strategic and international studies, about the American position on the role
of the Conference on Security and Cooperation in Europe, focussing on the
CSCE summit meeting in Budapest this December. Rodman held foreign
affairs posts under Republican governments, and was an advisor to Henry
Kissinger. (page 9)

        The Hungarian government wants to complete privatization before
the expiration of its mandate, leaving state stakes only in 30-35 companies
and some 120 smaller firms by 1998, Ferenc Bartha said at the Financial
Times conference on Tuesday. The government has confirmed that energy
price rises were put off because of local government elections. (UJ
MAGYARORSZAG, pages 1 and 6).

        The number of AIDS-infected people is relatively low in Hungary. At
the end of September, 162 people were under medical treatment, and 448
others were registered as HIV-carriers. A further 3,000 people are estimated
to have caught the disease but not yet called on at any of the special AIDS
ambulances. The daily KURIR reports that there are 44 foreign citizens
among the infected ones and 22 Hungarian patients are known to have
received the virus through relations with a foreigner. (page 3) NEPSZAVA
also carries an article about the first Hungarian AIDS conference, which is
to begin tomorrow. (page 4)


Central Bank Representative Tours Far East

        Tokyo, November 16 (MTI) - FRIGYES Harshegyi, vice-president of
the National Bank of Hungary, arrived in Tokyo from Seoul on Tuesday to
seek possible loans to Hungary and to tap the monetary markets of the Far
East. He will also visit Hongkong and Singapore.

        In Seoul he discussed parts of a bilateral inter-governmental
monetary agreement signed in 1988 and renewed in 1992 and met the
representatives of commercial banks. A South-Korean long-term loan for
rebuilding Hungary's DUNAFERR iron mill was covered in detail.

        Harshegyi's talks with these banks covered the willingness of these
institutes to cooperate in organizing syndicated loans either on the Korean,
or other Asian markets.

        During his one-week stay in Tokyo, Harshegyi is to sign an
agreement on the JPY 30 billion worth of samurai bonds issued at the end
of last month. He will confer with Eximbank representatives and judge
demand of those on the Tokyo capital market, Hongkong, and Singapore,
for Hungarian central bank dollar bonds issued in Asia.

        Harshegyi emphasized that Hungary is in no exigency for loans, as
its samurai bonds and the German mark bonds totalling 500 million "pre-
finance" next year's demands.


Prime Minister Dissolves Advisory Body

        Budapest, November 16 (MTI) - AFTER the government's first four
months in office, Prime Minister Gyula Horn feels personnel and
organizational changes are needed, the government spokesperson's office
announced.

        Horn thanked his advisors for their work. He explained dissolution of
the advisory body as increasing their freedom to appear in public and work
in other economic organizations.

        Horn has appointed state secretary Andras Toth, a Socialist MP, as
his cabinet chief from November 16. Simultaneously, he has exempted
titular state secretary Piroska Apro from her post of cabinet chief, and
asked her to fill another office.

        At the PM's proposal, President Arpad Goncz has relieved titular
state secretary Apro of her post, with recognition of merits.
        
        Also, Goncz exempted Andras Toth from his duties as parliamentary
state secretary of defence, and appointed him parliamentary state secretary
at the Prime Ministerial Office.

        At the prime minister's proposal President Goncz made Istvan Fodor
parliamentary state secretary of defence from November 17.

        From the Socialist parliamentary group, only its leader, Imre
Szekeres, objected to Fodor's appointment, arguing that for a political post
the HSP should have chosen someone from its own ranks rather than
nominate an independent politician.

CEI Session in Turin - Foreign Affairs Spokesman

        Budapest, November 16 (MTI) - THE foreign ministers of the Central
European Initiative (CEI) are to hold their next meeting in Turin on Friday
and Saturday. The Hungarian delegation will be headed by Foreign Minister
Laszlo Kovacs, Foreign Affairs Spokesman Gabor Szentivanyi told a news
conference in Budapest today.
        The foreign ministers are to discuss the Yugoslav crisis, and also
how the CEI could promote its members' integration into the EU. The
meeting will be a chance for the ministers to say what they expect from the
December session of the European Union in Essen.

        Ministers will approve a CEI document on protecting minorities,
formed over the past eighteen months in a group chaired by Hungary.

        In general, Hungary has an interest in the continued operation of the
CEIU and its increasingly intensive contacts with the EU.

        Parliamentary State Secretary of Foreign Affairs Istvan Szent-Ivanyi
is to attend a Munich session of the Hungarian-Bavarian Intergovernmental
Joint Committee, and talk to senior Bavarian government officials. The
spokesman said the joint committee was set up in 1991 and run under a
work plan, containing over 80 cooperation projects in the fields of the
economy, transport, home affairs, the judiciary, education, vocational
training, and European policies.

        On behalf of the Foreign Ministry, the spokesman welcomed Swedish
voters" referendum support for full membership of the EU. In Hungary's
view, Sweden's accession will strengthen the EU, and help extend strongly
developing Hungarian-Swedish relations.

Bekesi on Hungary's Economic Prospects Next Year

        Budapest, November 16 (MTI) - IN 1994 Hungary's gross domestic
product may increase by 2 to 3 per cent but next year it may reach only this
year's level because the economic policy of the cabinet will focus on
improving financial stability, Hungarian Finance Minister Laszlo Bekesi told
MTI today.

        This year's growth will be accompanied by considerable deficits in
the balance of payments and the current account, he said. The country's
foreign debt, however, can no longer be increased and the current account
deficit should not exceed the foreign working capital invested next year.
Should Hungary manage to accelerate the inflow of foreign working capital,
GDP may increase even in 1995 but by at most 1 per cent, the minister said.
        Bekesi thought it necessary to inform MTI because some press
reports on his address to the conference organized by the Financial Times
earlier this week had been inaccurate. These reports had suggested, that
GDP could increase more rapidly next year than in 1994. This is not the
case, the minister said.

Horn to Visit Poland

        Budapest, November 16 (MTI) - HUNGARIAN Prime Minister Gyula
Horn will visit Poland next week at the invitation of his counterpart
Waldemar Pawlak, the government spokesperson's office told MTI.

        Horn will arrive in Warsaw on November 24, Thursday, and hold talks
with Pawlak on economic cooperation, bilateral trade, and the Budapest
summit of the Conference on Security and Cooperation in Europe, which
will take place in early December.

        On the following day, Horn will attend a meeting of the prime
ministers of the CEFTA countries (Hungary, the Czech Republic, Poland
and Slovakia) and Slovenia in Poznan. The Slovenian delegation will be
present in the capacity of observers.


Foreign Ministry Staff Reductions

        Budapest, November 16 (MTI) - THE Hungarian Foreign Ministry
plans to make 50 employees redundant in November and December.

        This staff reduction is part of a scheme requiring 85 redundancies at
the ministry this year. The staff of foreign missions will also be affected.

        Although plans will only be finalized at a ministerial conference next
week, it already seems certain that 6-8 foreign representations will be
closed down, with only the trade counsellor remaining in place at two
missions, foreign ministry director Bela Havasi told Wednesday's session
of Parliament's Foreign Affairs Committee, at which he outlined the
ministry's 1995 budget.

Hungarian Arms Reduction Observers in Romania

        Budapest, November 16 (MTI) - UNDER the agreement on reductions
in conventional armed forces in Europe, a Hungarian-led group of
observers will carry out inspections in Romania from November 15 to 18,
the Defence Ministry told MTI on Wednesday.

        They will check the quantity of military equipment and the number of
personnel in a tank regiment in northwestern Romania.

        In keeping with the spirit of the agreement, a Spanish observer has
also been invited to join the group.

Hungarian Press Review

        Budapest, November 17 (MTI) - HUNGARY's Matra mountain range
may be holding the biggest gold layer in Europe, Enargit Kft managing
director Janos Foldessy told MAGYAR HIRLAP. On preliminary estimates,
26 million tonnes of gold-containing rock lie hidden in Lahoca mountain
(NE Hungary), with 2.6 grammes of gold extractable from each tonne. The
majority of Enargit Kft stakes are held by Rhodes Mining Co., the shares of
which are quoted on the Australian stock market. (page 1)

        NEPSZAVA reports that the number of authentic signatures collected
in support of the Expo falls below the limit required for calling a
referendum, which is 100,000 signatures. If at least 50,000 can be
authenticated, Parliament (with a two-thirds majority) may decide to call a
referendum. (pp 1 and 3)

        NEPSZABADSAG asked Japan's Prince Takamado and his wife how
they were preparing for their visit to Hungary. The prince is Japanese
Emperor Akihoto's cousin, and works for the Japanese Foundation where
his duties are partly related to popularizing Japanese culture abroad. (page

        Budapest, November 17 (MTI) - HUNGARY's international interests
are independent of any change of government, deputy state secretary of
foreign affairs Andre Erdos told MAGYAR NEMZET. The current
government is the third under which Erdos has served in a high diplomatic
position. He has spent the past few years in New York as Hungary's UN
ambassador. (page 11)

        According to KURIR, it is expected to be announced today that
MALEV Rt President Gyorgy Osvath's post will be taken over by Andras
Derzsi, former minister of transport in the Nemeth government, known for
preparing the 1990 political changes in Hungary. Proposals for the post of
MALEV director-general are also expected to be discussed today. (page 5)

        Ivan Peto, chairman of the minor coalition party, Alliance of Free
Democrats (AFD), criticized the government"s privatization concepts in
NEPSZABADSAG, not excluding the idea that the AFD may turn to the
public for support of its views (pp 1 and 9). NEPSZABADSAG quotes Laszlo
Molnar, manager of the Young Socialists, as saying that the current debate
over youth policy actually reflects dissent between certain circles of the
AFD and the Hungarian Socialist Party (pp 1 and 4). Peto threatened with
veto the establishment of a committee planned to coordinate the ministries
on issues of youth policy if it came to a vote at Thursday's government
session, MAGYAR HIRLAP reports (page 1).

Multinational Military Observer Group Arrives in Budapest

        Budapest, November 17 (MTI) - WITHIN the framework of the
European agreement on traditional armed forces, a multinational group of
observers, headed by Danish delegates, arrived in Budapest on
Wednesday, the Ministry of Defence told MTI on Thursday.

        The Danish, Dutch and Norwegian observers are here to supervise
the destruction of 12 mid-size tanks (types T-54 and T-55) in Godollo over
the next month, with the technology stipulated by the accord.

Press Conference on Reorganization of Hungarian War Industry

        Budapest, November 17 (MTI) - THE programme package prepared in
a bid to keep the Hungarian war industry in operation is to be completed
shortly, Jozsef Hegyhati, deputy state secretary of industry and trade told
the press on Thursday. Recent surveys prove that this branch of industry is
capable of meeting demand in the traditional fields, including production of
hand weapons, ammunition and electronic equipment for defence
purposes, as well as repair work.

        The recently formed Independent Department of War Industry was
introduced at the press conference. It was formed during the reorganization
of the Ministry of Industry and Trade as a successor to the Office of War
Industry. The department is in charge of production of military equipment
and materials, the determination of war industrial capacities, and conducts
activities necessary in states of emergency.

        There is no company with a solely war industrial profile in Hungary.
Most of the older ones are being wound up, or struggle with liquidity
problems or lack of orders. Inland orders are rather low despite the
apparent need for war-related materials, and export has not recovered
since the collapse of the Comecon.

Three-year Stabilization Programme to Start Next Year

        Budapest, November 17 (MTI) - THE main target figures of the
government three-year stabilization programme, to be launched by the start
of next year, are contained in the document submitted to Parliament as part
of the budget bill, Econews was informed.

        The document foresees domestic utilization of the GDP to fall by 3-4
per cent in 1995 with a more moderate decrease in the following two years.
After levelling out in 1995, the GDP will start to grow in the last two years
of
the programme, assuming that the competitiveness of the economy
increases and consequently the export-import ratio improves.

        If the changes intended for 1995 do not occur, then the government
will have to follow an increasingly restrictive policy, the consequences of
which may retard the rehabilitation of the economy by several years,
experts close to the Ministry of Finance told Econews.

        The increase of exports is crucial to the stabilization of the economy,

in order to cut down trade deficit which has been more than USD 3 billion
annually in 1993-94. The foreign trade deficit is not planned to exceed USD
2.6 billion in 1995, USD 2 billion in 1996 and USD 1.7 billion in 1997. The
current account is expected to improve at a pace larger than the trade
balance and the current USD 3-3.5 billion deficit may fall to USD 1.5 billion
in 1997.

        A significant condition for the increase of exports is a growth of
investments of production companies. The volume of nationwide
investment is set to grow from HUF 850 billion this year to HUF 1,500 billion
in 1997.
        Since inflation is not expected to decrease significantly and positive
real interest are to prevail in order to keep the financial system operational,
it will be difficult to finance developments from loans, the experts said
adding the reduction of the corporate tax to 18 per cent will help investors
to have own resources for investment.

        The government sees the promotion of direct capital investments as
a source of developments as opposed to loans. The involvement of foreign
capital is expected to be encouraged in several forms including import duty
and VAT allowances on the import of state-of-the-art technology. On the
other hand, the establishing a venture capital market in Hungary should be
assisted. (Econews)

Hungarian Ambassador on CSCE Summit

        Budapest, November 17 (MTI) - ALTHOUGH the exact programme of
the CSCE summit in Budapest (December 5-6) will probably become known
only after the event, the schedule of the meeting is already taking shape,
Ambassador Istvan Gyarmati, head of the Hungarian delegation to the
ongoing CSCE review conference, told a news conference in Budapest
today.

        The ambassador welcomed U.S. President Bill Clinton's
announcement that he would participate in the summit. "This
announcement indicates that Washington appreciates the importance of
the CSCE," he said.

        Gyarmati announced that Prime Minister Gyula Horn would host a
gala lunch in honour of the heads of state and government coming to
Budapest.

        The organizers wish to create opportunities for the participants to
hold bilateral and multilateral consultations, he said. For instance there are
plans for such meetings to be held by the non-member Mediterranean
countries involved in the work of the CSCE and by the leaders of
international organizations in attendance.

Hungarian Press Review


        Budapest, November 18 (MTI) - AUSTRIA's admission to the
European Union means that Hungary will be directly adjacent to the EU,
says the daily NEPSZABADSAG, adding that conditions for Hungarian
agricultural exports are expected to worsen. At the customs, control is to
increase to 3-4 minutes per person, which might entail long waiting hours
at Hungarian border stations. (pp 1 and 6)

        Hungary has turned with complaints to the Strasbourg-based
European Court of Human Rights in 120 cases to date, of which 12 have
been dismissed and five are under investigation. The Hungarian judicature
need to take into account the judicial practice of Strasbourg, particularly in
cases involving freedom of speech, MAGYAR HIRLAP quotes an official at

        At Thursday's government session, Educational Minister Gabor
Fodor announced that the Coalition Coordination Council is to discuss next
week the proposal on the establishment of an inter-ministerial committee to
coordinate between the ministries on issues of youth policy, MAGYAR
HIRLAP reports. It also quotes a statement given by the Prime Ministerial
Office late last night, according to which the government decided to set up
the National Child and Youth Coordination Council, which is to be presided
over by the prime minister. (p 3)

        Budapest, November 18 (MTI) - THE Hungarian Energy Office has
completed its proposal on price rises, which is to be submitted to the
Interest Coordinating Council. The planned average increase is 70 per cent,
NEPSZABADSAG reports. (p 1)

        "A 20 per cent inflation rate and a roughly 15-pct gross income
increase means a minimum of an 8-9-pct real wage decrease, which simply
cannot be approved," National Alliance of Hungarian Trade Unions
chairman Sandor Nagy says in a quote carried in MAGYAR NEMZET. Nagy
points out that along with efforts to restore the economic balance, the
economy should be vitalized, determining first the forms by which it can be
stimulated. (p 8)

        The daily NEPSZAVA carries the results of a Gallup survey,
according to which the inclination of Hungarian people to blame
environmental problems on others has decreased. (pp 1 and 4)

Hungarian Parliamentary Delegation in The Hague


        The Hague, November 18 (MTI) - SENIOR representatives of the
Dutch Parliament call for furthering the system of institutions of European
Union (EU) integration, and simultaneously expanding Union membership.
They agree with the idea that negotiations aimed at achieving EU
membership should begin immediately with Hungary, following an
intergovernmental conference due in 1996 to deal with institution reforms,
said Maria Korodi, deputy speaker of Hungarian Parliament, in a statement
issued on the final day of a visit by a Hungarian parliamentary delegation to
The Hague.

        The Hungarian delegation has held talks in the Dutch city since
Wednesday, with both the leaders of the two chambers of the Dutch
Parliament, and with the representatives of the legislature.

        According to Korodi, Tjeenk Willink, speaker of the First Chamber
(Lower House), paid tribute to Hungarian integration endeavours and
expressed the opinion that Hungary should apply for an opportunity to
participate in debates on the future of EU institutions.

        Wim Deetman, speaker of the Second Chamber (Upper House), and
Hungarian MPs discussed ways of furthering NATO membership.

        In the course of the talks Deetman reiterated the Dutch federal
position that the expansion of NATO cannot lead to the isolation of Russia,
but, at the same time, Moscow cannot have any say in, or right of veto to,
the implementation of expansion.

        The speakers of both chambers expressed readiness to support
Hungarian officials with their experience in organizing a scheduled meeting
of speakers of European parliaments in Budapest in 1996 (This year
Holland hosted the event.)

Privatization bill submitted to parliament


        Budapest, November 18, 1994 (MTI-ECONEWS) - The government's
privatization bill and the related privatization strategy were submitted to
parliament on Friday. In 1990, the former government inherited state assets
valued at HUF 2,000bn, around half of which have since been sold.

        The government plans to speed up the privatization process and
complete the sale of the remaining state-owned companies within 2-3 years.
Part of the government's privatization strategy is to give multinational
professional investors priority in the privatization of large state-owned
companies and banks.

        The privatization bill proposes that the State Property Agency be
scrapped and that a new privatization organization, the State Privatization
and Asset Management Company (APV Rt) be established on the basis of
the State Holding Company (AV Rt). The assets of the Treasury Asset
Management Organization (KVSZ) will also be transferred to the new
organization.

        APV Rt will be the legal successor of AV Rt and will operate as a
"one-member state shareholders' company". The company law will be
amended so that the owner of a one-member shareholders' company has
unlimited liability. This means, in effect, that the state automatically
guarantees the activities of APV Rt.

        The privatization bill proposes that the invitation of tenders should
remain the primary method of privatization. If a tender is unsuccessful,
however, preferential privatization methods, such as purchase by the
employees and/or management, will be applied.

        It is planned that APV Rt will transfer HUF 190bn in cash to the
central budget in 1995. As general income from privatization, this sum will
be used to cover the government's domestic debt servicing.

        The government plans to start the privatization of electricity and gas
companies in the first half of next year. The book value of these companies
exceeds HUF 500bn.


Japanese Prince to Visit Hungary


        Budapest, November 18 (MTI) - PRINCE Takamodo, to be
accompanied by his wife, will arrive in Hungary for an official visit between
November 24-27 at the invitation of President Arpad Goncz.

        The president's Press Office said Prince Takamodo is to be received
by President Goncz, and hold talks with Foreign Minister Laszlo Kovacs,
and Minister of Culture and Education Gabor Fodor.

        The prince and his retinue plan to visit Esztergom (NW Hungary) to
see the first Hungarian royal seat, which existed there in the 11th century.

Foreign Minister Kovacs Not to Travel to Dublin


        Budapest, November 18 (MTI) - IN view of the present government
crisis in Ireland, the Irish Foreign Ministry have politely requested Foreign
Minister Laszlo Kovacs to put off his planned official visit to Dublin on
November 23-24 .

        The spokesman for the Foreign Ministry informed the Hungarian
News Agency about this today.

Hungarian Defence Minister Visits Bucharest


        Bucharest, November 18 (MTI) - HUNGARIAN Defence Minister
Gyorgy Keleti, arriving at Bucharest airport today, told Romanian reporters
that this would be his fourth meeting with his Romanian opposite number.

        One of the aims of military cooperation was to keep relations
between the two countries free from tension, Keleti said. The December
1989 events had resulted in far closer links between the Hungarian and
Romanian armies, he added.

        He pointed out that relations had been promoted by the common
desire of the two countries to integrate into Western Europe.

        Asked about his recent talks with Romanian Defence Minister
Gheorghe Tinca in Gyula, southern Hungary, Keleti said he hoped that the
10 cooperative schemes outlined there would be implemented next year. He
added that the 10 schemes agreed then might be increased to 15 during the
present talks.

        Tinca, speaking to journalists after the hour-long opening discussion
held in the Romanian Defence Ministry, stressed that the entry of the two
countries into NATO was inconceivable without good relations between
them.

        The ministers said they had discussed the current reforms in their
respective armies, the reduction of armed forces, the opportunities
Romania and Hungary have under the Partnership for Peace scheme and
related joint activities, such as inviting companies to one anther's air-
defence exercises and tank shooting practice.

        Keleti and Tinca also invited each other to inspect military
manoeuvres.

        They promised to give concrete details on the new areas for
cooperation proposed by Keleti in the closing communique of their
negotiations.

        In reply to a reporter's question, Keleti said the bilateral Open Skies

scheme would continue, and its results would be summarized at an
international conference.

        Later, Keleti laid wreaths on memorials to the unknown soldier and
to the heroes of the revolution.


Education State Secretary Resigns


        Budapest, November 18 (MTI) - GYORGY Janosi has resigned as
parliamentary state secretary at the Hungarian Ministry of Education and
Culture and notified the prime minister of his decision in a letter.

        The background to Janosi's resignation was the announcement
made by Prime Minister Gyula Horn at a trade union conference on
November 16, that government spending on education next year would
increase by 10-15 per cent, that is 10 billion forints,- information which the
ministry gave to Horn before the conference and which later proved to be
untrue.

        In his letter Janosi wrote, "The conflict that followed the prime
minister's November 16 announcement and the subsequent communique
has made it clear that the education ministry provided information which -
contrary to what the prime minister was told - concerned not an agreement
concluded with the finance ministry but reflected the previous target of the
education ministry."

        "In my professional judgement this target was sound and I was in
complete agreement with it. I agreed that without extra funding the battered
education system would be damaged beyond repair. I do not presume there
was any intention to deceive behind this.

        "Since I had a major part in drafting the education programme of the
Hungarian Socialist Party and the government, I also hold myself personal
responsible for the realization of the aims and promises contained in it."

        Janosi, a prominent personality in the Socialist Party which won the
recent elections, was appointed as state secretary for education and
culture.

        The minister is Gabor Fodor, who is a member of the junior party in
the ruling coalition, the Alliance of Free Democrats.

Hungarian-Bavarian Joint Committee Passes Cooperation Accords


        Munich/Bonn, November 18 (MTI) - THE Hungarian-Bavarian Inter-
Governmental Joint Committee adopted 70 cooperation agreements in
Munich today.

        At the end of the two-day session, Istvan Szent-Ivanyi, Secretary of
State at the Hungarian Foreign Ministry, and State Minister Erwin Huber,
Head of the Bavarian Prime Minister's Office, signed the protocol of
cooperation schemes planned for next year.

        Szent-Ivanyi told MTI that about every third project was connected
with the economy, which he said was particularly important in the light of
the very important place Bavaria occupies among Hungary's trading
partners, accounting for a third of its trade with Germany and 8-9 per cent
of its total foreign trade. In fact Hungary has a trade surplus with Bavaria.

        Cooperation next year will cover many fields, from professional
consultancy through joint development projects to financial aid.


        Szent-Ivanyi today held a separate discussion with Huber, who is
also general secretary of the Christian Social Union (CSU), the ruling party
in Bavaria.

        Huber said the CSU would strongly urge the eastward expansion of
the European Union and the North Atlantic Treaty Organization.


        European policy was the main topic of today's talks between Szent-
Ivanyi and Deputy State Secretary Konrad Zumschlinge, who promised to
help Hungary in its efforts to conform to EU standards by supplying regular
information and advice.

        Szent-Ivanyi suggested that Bavaria could join in the work of the
Central European Initiative and it was agreed to hold further talks on this
matter at some time in the future.

CSCE Leading Officials Meet


        Budapest, November 18 (MTI) - IN connection with the Review
Conference of the Conference on Security and Cooperation in Europe
(CSCE) currently being held in Budapest, the Committee of Leading
Officials, one of the most prestigious CSCE bodies, met in the Hungarian
capital on Friday.

        Topics discussed included ways of strengthening the CSCE's
conflict-prevention and crisis-management capabilities and settling the
conflict in Karabakh.

        At a news conference, Ambassador Paulo Bruni, chairman of the
committee, said that discussions once again concerned a key question of
the CSCE's work, that of whether a third party would undertake
peacekeeping duties in conflicts taking place in the territory of the former
Soviet Union.

        --The idea is that peace-keepers, including Russians as well, would
be recruited under the aegis of the CSCE. --

        Bruni noted that this plan still needed to be worked out in further
detail, but he hoped that the December summit would make a decision on
this matter as well. If it did, the CSCE peacekeeping mission could make its
debut in Karabakh. He said a peacekeeping force of between 1,000 and
2,000 was needed to maintain the relative calm prevailing at present.

        Member countries have already offered to send 600-700 soldiers for
the mission, and Turkey said it was ready to provide a third of the
contingent.

        According to Bruni, USD 40 million would be needed to finance the
Karabakh operation.

        Outlining discussions on the national minorities, CSCE chief
commissioner Max van der Stoel told reporters it was encouraging that
bilateral talks on the basic treaty between Hungary and Romania had begun
in a better atmosphere than before, which he said would also benefit the
minorities concerned.

        Budapest, November 18 (MTI) - A BASIC treaty between Hungary and
Slovakia would also have a beneficial effect on the situation of the
minorities, the chief commissioner said.

        Max van der Stoel recently sent a letter to the Slovak and Hungarian
foreign ministers, with proposals aimed at improving the situation of the
national minorities living in the two countries.

        He recommended to the Slovak foreign minister that he should
involve the minorities in decisions that affect them in order to avoid
disputes.

        He said an independent body could be set up, including
representatives of the minorities concerned, to draft legislative proposals
affecting them.

        In his letter, the chief commissioner also pointed out that during the
reform of the Slovak public administration special attention should be paid
to its ethnic composition in areas where Hungarians form a majority.

        Although the Slovak government had previously promised that the
administrative reforms would not injure the rights of the ethnic Hungarian
community, Max van der Stoel still thought it preferable if this highly
delicate subject were also discussed by the body he suggested be set up
with the participation of the minorities.

        In his letter to the Hungarian foreign minister, the chief
commissioner expressed his hope that the question of the parliamentary
representation of national minorities in Hungary would be resolved, and
that Hungary would soon establish the institution of minorities
ombudsman.

CEI Should Promote European Unity, Foreign Minister Says


        Turin, November 19 (MTI) - ONE of the most important tasks of the
Central European Initiative (CEI) is to prevent Europe from going towards a
new kind of division, with a flourishing and stable European Union on one
side, and with a hazy Eastern Europe, struggling with crises, on the other. It
is clear that the CEI has not been formed as an alternative to European
integration but to promote the extension of European integration,
Hungarian Foreign Minister Laszlo Kovacs said at a conference of CEI
foreign ministers in Turin on Saturday.

        Europe has undergone radical changes over the past five years but
favourable developments have been accompanied by new risks to security.
Central and Eastern Europe is less stable today than five years ago, Kovacs
said.

        Of the ten states comprising the CEI, Italy and Austria are full
members of the European Union. Hungary, Poland, the Czech Republic and
Slovakia are associate members, and Croatia, Slovenia, Bosnia-
Herzegovina and Macedonia are aspiring for the associate member status.
This set-up reflects the reality in Europe, threatening with a new type of
division.

        The basic task of the CEI is to stop this unfavourable process by
strengthening political and economic cooperation within the region.
Regular meetings for the national coordinators, ministers and heads of
governments are aimed at maintaining continual dialogue and building firm
political ties between these states, the Hungarian minister continued.

        As an outstanding achievement, he mentioned the CEI's recently
completed document on minority protection, elaborated over the past one
and a half years, which is soon to be signed. This document is designed to
settle some problems that have been seriously hindering cooperation, the
minister pointed out.

        As regards regional economic cooperation, Kovacs emphasized the
importance of forming closer links between small and medium-size
businesses within the CEI, of the joint development of infrastructure, and of
vocational training. Hungary deems cooperation between border regions
particularly important, the minister added.

CEI Foreign Ministerial Conference Ends with Approval of Final
Document


        Turin, November 19 (MTI) - THE conference of Central European
Initiative (CEI) foreign ministers held in Turin was concluded on Saturday
with the approval of a final document. It was announced that the CEI's
document on minority protection had been completed and opened for
signing. Hungarian Foreign Minister Laszlo Kovacs voiced the Hungarian
government's readiness to sign the document any time.


        The Hungarian and Italian foreign ministers, Laszlo Kovacs and
Antonio Martino, laid wreaths at the statue of Lajos Kossuth in Turin on
Saturday. Kossuth, the leader of Hungary's fight for independence in 1848-
49, went to Italy after the fight had been suppressed and lived their for over
30 years, until his death in 1894.

Hungarian Defence Minister Rounds Off Visit to Romania


        Tirgu Mures, November 20 (MTI) - HUNGARIAN Defence Minister
Gyorgy Keleti's official three-day visit to Romania ended on Sunday with a
journey from Miercuera-Ciuc to Tirgu Mures in Transylvania, during which
Keleti visited some settlements populated by Hungarians, in the company
of Romanian Defence Minister Gheorge Tinca.

        Keleti laid a wreath at the monument of Sandor Petofi, a world-
famous Hungarian poet, who had died in the 1848-49 Hungarian fight for
independence near Sighioara on July 31, 1849.

        The last official stop of the journey was the army corps headquarters
of Tirgu Mures, where the ministers and their entourage were briefed on the
history of the unit by Army General Paul Cheler, in command of
Transylvanian Army No. 4.

        The Hungarian military delegation left Tirgu Mures on board of a
private plane to return to Hungary.
Hungarian-Romanian Defence Talks - Joint Statement


        Budapest, November 20 (MTI) - HUNGARIAN Defence Minister Gyorgy
Keleti on Sunday returned from Romania, after heading a military
delegation there at the invitation of Romanian Defence Minister Gheorghe
Tinca. During the three-day official visit, the Hungarian minister was met by
Romanian President Ion Iliescu, Prime Minister Nicolae Vacaroiu, and also
held talks with Romanian Foreign Minister Teodor Viorel Melescanu.

        The Hungarian and Romanian defence ministers published a joint
statement in summary of their negotiations. The Hungarian Ministry of
Defence forwarded the text of the document to MTI on Sunday.

        According to the statement, the two countries' defence ministers
informed each other on the reforms under way in their countries' armies,
primarily focussing on arms and staff reduction. In their opinion, these
measures being implemented in the spirit of the agreement limiting
Conventional Armed Forces in Europe may contribute to confidence
building. The Romanian politician stressed that the regional balance of
power should be taken into consideration during the modernization of the
armies, in order to promote the stability of the whole of Europe.

        The sides agreed that the just security interests of the region's
countries should be respected in the process of integration into the Euro-
Atlantic organizations.

        The defence ministers reiterated their countries' commitment to join
North Atlantic Treaty Organization, voicing their intention to extend military
cooperation between their countries and with NATO member states.

        The sides expressed their readiness to enlarge the scale of joint
activities in the framework of the NATO's Partnership for Peace
programme, which includes regular bilateral and multi-lateral exercises.

        Keleti and Tinca, in assessing the proposal package approved during
their meeting in Gyula on July 30, 1994, voiced their satisfaction saying that
some of these plans had been successfully accomplished. At the initiative
of the Hungarian minister, they extended the document originally
comprising 11 points to 15 points.

        Budapest, November 20 (MTI) - THE ministers agreed that after the
constitutional procedures of authorization, joint military trainings will be
held for subordinate units in both countries, and professional cooperation
will begin between Danube flotillas, including its occasional extension to
Western European Union and NATO navy units.

        The ministers agreed that, after approval from the two parliaments,
Hungarian anti-aircraft units may carry out independent or joint live fire
maneouvres in Romania, and Romanian subordinate tank units may do the
same in Hungary.

        Keleti and Tinca decided to extend direct links between troops
stationed near the border, and to introduce the mutual and regular
invitation of observers to exercises exempted from report obligation.

        The ministers voiced their belief that the extension of bilateral
military cooperation will promote confidence building, and increase
stability and security in the region and in the whole of Europe, as well as
ease their countries' admission to NATO.

        They voiced their joint hope that harmonious relations between their
countries' armies will improve bilateral cooperation also in other fields.

        Budapest, November 21 (MTI) - "The chairman of the Alliance of Free
Democrats (AFD), Ivan Peto, nowadays seems to be mainly preoccupied
with the internal life of the AFD's coalition partner, the Hungarian Socialist
Party (HSP), and the socialists' parliamentary group," Speaker of
Parliament Zoltan Gal (HSP) said, in an interview with the daily
"Nepszabadsag". He said that he himself would not like to be pushed to the
edge of political life on account of the AFD or Ivan Peto.

        "The coexistence of Romanian and Hungarian culture in Transylvania,
its duality, offers a major intellectual reserve for Romania," Prince Antal
Eszterhazy, an economist of Hungarian origin, said in an interview with the
daily "Uj Magyarorszag".

        He said that for the time being, Romania does not play a major role in
coordinating the countries of the region, although it should use its
advantage of having very many educated and well-prepared Hungarian and
Romanian speakers from in Transylvania.

        "The draft of the law on private investigators is finished, but due to
the
debates surrounding it, it may take some time before it is enforced," writes
an article in the daily "Nepszava". The article says the legal situation of
10,000-20,000 people is currently absurd, as the work of private
investigators is still banned by law though government decrees allow them
to set up firms.

        Transports of spent nuclear fuel will not leave the Paks Nuclear Power
Plant for Russia this year. Although the inter-governmental agreement is in
force, reception permits have not been granted yet, an article in "Nepszava"
reports.

        Budapest, November 21 (MTI) - "THE index for political interest
between the end of September and the end of October fell from 45 to 39
points on a range of 100 in Hungary. In line with this, the degree of
confidence shown for politicians also fell by an average four points,
irrespective of the politicians' party standings," according to a survey by
the Marketing Centre National Institute, carried in the daily "Nepszava". The
largest fall - 10 points - was Prime Minister Gyula Horn.

        "Nearly 150 to 200 policemen ask for discharge or retirement a
month on average. Under the Police Law in force since October 1
policemen with training for their rank can be put on active service. If the
government does not take effective short-term steps towards better
financial appreciation of police work, a critical situation could arise in
public security," Brigadier General Andras Turos, public security director of
the National Police Headquarters, said in an interview with the daily
"Nepszabadsag".

Parliamentary Delegation Leaves for India


        Budapest, November 21 (MTI) - A HUNGARIAN Parliamentary
delegation, led by Speaker Zoltan Gal, left for an official visit to India on
Monday.

        The delegation was invited by the Speaker of the Indian Parliament,
the Hungarian Parliament press office told MTI. Members of the delegation
are Lajos Koscso (Hungarian Socialist Party) and Laszlo Bogar (Hungarian
Democratic Forum).

        During the visit, the Hungarian delegation will have talks with its hos

Shivraj V. Patil, Speaker of the House of the People, R. L. Bhatia, State
Minister for Foreign Affairs, and with Indian parliamentary MPs.

        Hungarian delegates will place a wreath at the Mahatma Gandhi
memorial site, and will meet members of the Hungarian colony. The
delegation is scheduled to be received by the President of the Republic of
India, Shankar Dayal Sharma.

Foreign Minister Kovacs in London


        London, November 21 (MTI) - FOREIGN Minister Laszlo Kovacs arrived
in London early Monday evening.

        On Tuesday, he will have a working breakfast with the Lord Mayor of
London, before paying a visit to the headquarters of the European Bank for
Reconstruction and Development for a meeting with its President Jacques
de Larosiere.

        Also on Tuesday, Kovacs will visit the London Stock Exchange and
the editorial staff of the Financial Times, and in the afternoon meet the
chairman of the British-Hungarian legislative group in Parliament.

        Kovacs will hold talks with his British counterpart, Foreign Secretary
Douglas Hurd, on Tuesday evening at a gala dinner, and confer with
Defence Secretary Malcom Rifkind on Wednesday.

        Also on Wednesday, Kovacs will give a lecture at the Royal Institute
of Foreign Affairs entitled, "Hungary's Road to the New Europe."

Hungarian Views on European Stability at the Paris Conference


        Paris, November 21 (MTI) - THE Hungarian leadership supports the
idea of an agreement, on European stability, said Matyas Eorsi, chairman of
the foreign affairs committee of the Hungarian Parliament, in Paris today.

        Work on the agreement has been going on since last May.

        Eorsi said that the prospective agreement should fix national borders
as they are at present, and individual European countries should guarantee
the ethnic minorities living inside their borders the rights that are vital for
the preservation of their identity.

        Hungary also believes such an agreement should also specify that the
minorities must respect the constitution of the country in which they live.

        Eorsi pointed out that as regards the minorities, this is not primarily
 a
Romanian, or a Hungarian, or a Slovak problem, but rather a Russian
problem, since 25 to 30 million Russians live outside the borders of Russia.

        Mihaly Fulop, deputy director of the Hungarian Foreign Affairs
Institute, stressed in his speech that in territorial questions a very clear
distinction should be made between Central Europe and the former Soviet
Union and Yugoslavia.

        In Central Europe, the borders have been settled by international
treaties based on the agreement of the big powers, and there can be no
question of changing borders.

Bill on 1995 Budget Submitted to Parliament


        Budapest, November 21 (MTI) - LEADERS of the two governing parties
(Socialists and Free Democrats) agreed on the timetable for debating the
1995 budget at Monday's meeting of the coalition coordinating council and
on the need for the government to go ahead with the bill, despite the fact
that according to the Finance Ministry the Hungarian economy is in a worse
state than what had been thought when drafting the budget. Finance
Minister Laszlo Bekesi submitted the government's bill for the 1995 budget
in Parliament on Monday afternoon.

        Next year's projected budget deficit amounts to HUF 282 billion, which
is 5.5 per cent of GDP; this does not include the repayment of loans and the
repurchase of securities.

        However, Hungary needs an even lower deficit, said Minister Bekesi
when he presented the bill on the budget to Parliament, and invited MPs to
come up with proposals on how to cut expenditure.

        The balance of payments on current account will probably close with a
USD 3.6 billion dollar deficit, and foreign active capital will amount to at
most USD 1.5 billion. The growth in GDP will be around 3 per cent, but net
real wages are expected to rise by 7 to 8 per cent, and real incomes by 6 to
7 per cent.

        In 1995 the deficit of the balance of payments on current account is
estimated at USD 2.5 billion, and accordingly the government intends to
attract capital to at least the same value.

expenditure will grow by HUF 392 billion, which is an increase of 26.5 per
cent. An increase in the cost of servicing debt accounts for 65 per cent of
this growth.

        This year the difference between current expenditures and revenues
totals HUF 67 billion, while next year current expenditures are expected to
top revenues by HUF 27 billion.

        Agriculture is seen as a top priority in next year's budget. The
agricultural sector will receive HUF 63.4 billion for subsidizing current
production and reorganization, and HUF 11.6 billion for development. Half
of the total financial support going to the agricultural sector is made up of
aid to exports. Social spending constitutes the largest expenditure item in
the central budget. Local authorities will receive 35 per cent of income tax
revenues as against 30 per cent this year.

        The budget is counting on revenues from privatization of HUF 150
billion and USD 2.5 billion (about HUF 2,500 billion) in inflows of foreign
capital.

Hungarian Ambassador Presents Credentials to Bill Clinton


        Budapest, November 22 (MTI) - U.S. President Bill Clinton voiced the
American government's appreciation for Hungary's responsible foreign
policy at a ceremony held in the White House on Monday, at which newly
appointed Hungarian Ambassador to Washington Gyorgy Banlaki
presented his credentials. The president mentioned Hungary's efforts to
help the creation of a homogeneous and stable Europe, to ease tensions in
the East European region, and to promote the realization of civil rights, as
well as Hungary's central role played in flinging open the Iron Curtain.

        Clinton said the U.S. was willing to support Hungary in tackling the
problems stemming from the introduction of democratic reforms and
transformation to a market economy. Along the official aid programme, the
president pointed to the significant sum invested in Hungary by American
businesses, which ensures the U.S. first place among foreign investors in
Hungary. Clinton voiced his hope that the conference on trade and
investment to be held in Cleveland in January will further stimulate
American business people to invest in Hungary.

        Welcoming Hungary's participation in the Partnership for Peace
programme, Clinton wished success to Hungary in organizing the
December summit meeting of the Conference on Security and Cooperation
in Europe.

        Budapest, November 22 (MTI) - WHEN presenting his credentials,
Banlaki stressed the Hungarian government's determination to create
harmonious relations with neighbouring countries while continuing to
pursue its strategic aim of integrating into the Euro-Atlantic organizations.
He asked the United States to help Hungary realize this aim and expressed
the hope that Hungary might join these organizations before his term as
ambassador expired.

        Banlaki pointed to the Hungarian government's determination to
continue privatization and to improve the legal system, public
administration and infrastructure, which it is hoped will stimulate a flow of
capital from the U.S.

        After the ceremony, Banlaki told Hungarian journalists that President
Clinton was looking forward to his visit to Budapest, deeming it very
important to be present - even though only briefly at the CSCE summit. A
clear sign of this is his willingness to take the trouble to make this trip
despite his tight schedule, the Hungarian ambassador explained.


        Gyorgy Banlaki is 46 years old and married. He went to school in the
United States. He has worked as a diplomat in London, Saigon and New
York. In New York, he worked as consul-general from 1986 to 1990.

Hungarian Press Review


        Budapest, November 22 (MTI) - THE daily NEPSZABADSAG asked
Hungarian government officials about the NATO bombing of Serbs in
Krajina. They said they had not been informed about the attack before it
took place. In their opinion, for Hungary the situation is complicated by the
fact that it shares a border with this Serbian territory, which lies within
Croatia and whose autonomy has not been officially recognized by any
government.(page 2)

        State secretary of welfare Laszlo Harsanyi believes that in the light o
f
the present state of the economy, the ministry made acceptable
compromises during discussions on next year's budget. In an interview
with NEPSZABADSAG, the minister said that health care is not heading for
catastrophe as the draft budget provides for the maintenance of the public
health service at this year's level.
        
        Zoltan Szasz, deputy managing director of the American Foreign
Policy Institute says in an interview with UJ MAGYARORSZAG that in 1995
the Hungarian government will need the support of the United States and
the Council of Europe on the question of minority rights. He believes the
section of the Romanian-Hungarian basic treaty that deals with the rights of
Hungarians living in Transylvania to be of crucial importance. He believes
these rights should be formulated as concretely as possible but adds that
at the moment he is not very hopeful that this will actually come to
pass.(page 9)

        Budapest, November 22 (MTI) - THE 1995 draft budget cannot be
expected to produce miracles, as its actual elaboration only began in
September, vice-president of the State Audit Office Laszlo Nyikos said in an
interview for MAGYAR HIRLAP. He pointed out that there were some areas
of uncertainty in the draft, including the forecast of revenues of HUF 150
billion from privatization. But there is no time to prepare a better-founded
draft, so the best solution would be for Parliament to pass the present one
by the end of the year, Nyikos said. (page 3)

        A strike committee has been set up in the blast-furnace section of the
Diosgyor iron and steel works, in defence of the jobs of 2,500 workers, the
daily MAGYAR HIRLAP reports. The workers say the government is urging
the shut-down of the furnace, and there are no signs of any attempt to find
jobs for the 2,500 workers who would be made redundant. Because of this
the workers have sent a letter of complaint to Prime Minister Gyula Horn.
They stressed they would go on strike only if no other options remained.
However, if they do not receive a satisfactory answer to their grievances by
December 15, they will have to consider going on strike, the paper reports.

        "It is not a very good idea to publicize a drug while it is still at th
e
research stage and without adequate proof that it can heal or prevent
cancer," said Gyorgy Bodoki, chief physician at the National Oncological
Institute, referring to a recently released product called "Vitaqua", which is
water with a reduced deuterium content. Dr Bodoky said he didn't doubt the
integrity of the creator of the drug, biologist Gabor Somlyai, who firmly
believes in the efficacy of his product. But even Somlyai was careful to say
the product is primarily for preventing cancer in healthy people.

Foreign Ministry Cautiously Optimistic About Hungarian-Romanian
Basic Treaty


        Budapest, November 22 (MTI) - CAUTIOUS optimism is justified as
regards the elaboration of a Hungarian-Romanian basic treaty, since the
latest Romanian draft treaty shows that Bucharest has shown a more
positive attitude at consultations on the treaty, Gabor Szentivanyi said at a
press briefing, where he gave an assessment of the last round of the
meeting between Hungarian and Romanian experts.

        Nevertheless, the spokesman conceded that no headway had been
made on cardinal issues such as national minorities. Still, modest progress
has been made compared with the earlier deadlock - although many more
consultations will probably be needed.

        Szentivanyi also said that the experts had examined a 1992
memorandum which contained nearly 100 questions which needed to be
attended to, if Hungarian-Romanian relations are to be improved. The
memorandum deals with political and legal cooperation, economic
cooperation, education and science, and consular matters. The spokesman
said experts had agreed on about 80 per cent of the issues dealt with at the
consultations.

        

        At the same time there are a number of questions whose clarification
requires additional consultations and in some areas the Hungarian and
Romanian views differ widely.

        Overall he said it was a positive sign that the consultations had been
marked by a desire to reach a compromise. The negotiations are continuing
and it is hoped that a memorandum promoting the development of
Hungarian-Romanian relations can be signed at foreign ministry executive
levels.

        He also confirmed that the Hungarian ambassador in Bratislava
recently held an informal meeting with Vladimir Meciar and there was an
exchange of views on Hungarian-Slovak relations. Meciar, prospective
prime minister, stressed that one of his aims was the development of
Hungarian-Slovak relations.

        The spokesman said that he had not yet received the detailed
programme of President Clinton's visit to Budapest when he will attend the
CSCE summit. The president is expected to hold bilateral talks as well
during his brief visit on December 5, that will last only a few hours.

        Budapest, November 22 (MTI) - DELEGATIONS expected to attend the
summit will in general arrive in Budapest on December 4 with the two-day
conference of the heads of state and governments of the CSCE countries
opening on December 5.

        On behalf of the Foreign Ministry, Szentivanyi welcomed Ukraine's
decision to sign the nuclear non-proliferation treaty just a few days ago.

        He pointed out that a memorandum containing the security
guarantees that are to be extended to Ukraine, which is now disposing of
its nuclear weapons, will be signed by the Russian, British and American
leaders at the CSCE summit.

        It was announced that Istvan Szent-Ivanyi, political state secretary at

the foreign ministry, would pay a visit to Brussels on November 28 and 29
to address, on behalf of the Hungarian government, a session of the
European Union's Parliamentary Committee which deals with Hungary as
an associate member, and meet representatives of the EU and the
European Parliament. He will also pay a visit to NATO headquarters.




Speaker of Hungarian Parliament in India

        New Delhi, November 22 (MTI) - A PARLIAMENTARY delegation
headed by Zoltan Gal, Speaker of the Hungarian Parliament, arrived in New
Delhi today.

        The delegation is accompanied by top executives from several big
Hungarian companies who intend to explore the possibilities for
broadening economic and commercial links between the two countries. Gal
held talks with Sivraj Patil, speaker of the Lower House in the Indian
Parliament, and in the afternoon the delegation met Indian Members of
Parliament.

        The delegation was met by Kocheril Rasman Narajanan, vice-president
of the Republic of India. In the evening Sivraj Patil gave a banquet in
honour of the Hungarian Speaker of Parliament.

NBH president announces resignation


- pickup Budapest, November 22, 1994 (MTI-ECONEWS) - At his meeting
with the prime minister, Mr Bod discussed the re-appointment of NBH vice-
presidents Sandor Czirjak and Frigyes Harshegyi, whose current terms of
office expire on December 9. It was agreed that Mr Horn would support the
re-appointment of both men for a further three years. Following the
meeting, Mr Bod told the press said that he had been subject to serious
criticism since the new government took office. Soon after he became
prime minister, Mr Horn made it clear that he had someone else in mind for
the post of NBH president, Mr Bod said.

        Under the law on the central bank, the NBH president is appointed for
a term of six years and an incumbent president can only be dismissed in
cases of gross misconduct. Immediately following the general election, Mr
Bod had no intention of resigning, he said, adding that he had given himself
six months in which to see if successful cooperation could be established
with the new governing coalition. The fact that many conflicts, mostly of a
political nature, had arisen in this period led to his decision to resign, Mr
Bod said.

        Mr Bod said that he was aware of an atmosphere of distrust during his
meetings with members of the governing coalition. An independent central
bank cannot function if all its decisions are overshadowed by political
suspicion, Mr Bod added.

        Although a departing NBH president has no say in the nomination of
his successor, especially when the departure comes through his
resignation, Mr Bod expressed the view that the prestige of the central bank
would be least damaged if one of the current five vice-presidents became
the new president.

        During his remaining three weeks as president, Mr Bod plans to
complete next year's central bank monetary policy guidelines, which are of
crucial importance in financing the general government deficit.

        Under the 1991 law on the central bank, the NBH president is
appointed for a six year term by the president of the republic but nominated
by the prime minister. The nominee is also heard by parliament's budgetary
and economic committees but they cannot block an appointment.

Foreign Minister Kovacs in London Negotiations

        
        London, November 22 (MTI) - HUNGARIAN Foreign Minister Laszlo
Kovacs began the official programme of his short visit to Great Britain with
a working breakfast in the company of the Lord Mayor of London and
senior officials on Tuesday. The first round of talks touched on the
potential role of the City, one of the world's financial centres, in developing
Hungarian-British economic links in general, and in the Hungarian
privatization process and individual investments, in particular. The two
sides expressed satisfaction that relations between the two capitals had
made a promising start. Kovacs pledged that the Hungarian government
would give its full support to developing them further. Kovacs
subsequently visited Jacques de Larosiere President of the European Bank
for Reconstruction and Development.

        Both parties praised the very good relations between the bank and
Hungary. For his part President Larosiere described Hungary as the "pearl
in the bank's crown", since it was one of the most successful countries in
implementing various EBRD projects. Kovacs then spoke about the
objectives of the Hungarian government and the bank president outlined
the bank's plans for Hungary.

        Kovacs confirmed that the "objectives and way of thinking were
completely identical" during the talks. (The EBRD management recently
discussed a new strategy on Hungary. This takes into account Hungary's
current problems with the balance of payments and budget deficit, and
envisages projects that could indirectly redress the negative balances,
primarily projects in the private sector, and to develop the infrastructure
and expand exports).

        Kovacs assured Larosiere that the stabilization of the economy and
the improvement of the country's balances were in the forefront of next
year's budget in the hope of achieving economic growth, for which he
requested further assistance from the EBRD.

        The highlight of Kovacs's visit to London is Tuesday evening's
banquet when he will be received by his host, Foreign Secretary Douglas
Hurd.

        British officials told MTI that they wanted to gather information at th
e
meeting on the aims of the Hungarian government, and said they would
encourage the political and economic transformations taking place in
Hungary. Other topics on the agenda will include the forthcoming CSCE
summit in Budapest and questions on NATO and the Partnership for Peace
project.


Nine MiG 21 Fighters Destroyed

        Budapest, November 22 (MTI) - NINE MIG 21-type fighter planes were
destroyed at the central airplane repair shop of the Hungarian Armed
Forces in Kecskemet, central Hungary under the agreement limiting
Conventional Forces in Europe.

        The MiG 21 PF type fighter planes were withdrawn from use by the
Hungarian Armed Forces in 1988-89.

        At the time 16 planes were transported to Kecskemet, of which three
were sold to an American traveling museum, one was moved to a study
hangar in Szolnok, eastern Hungary, one was given as a gift to the benefit
foundation of the British Royal Air Force, and two were left for the public to
see and for training purposes.

        One of these two is on display at the museum in Szolnok, while the
other, still capable of functioning, but unable to take off, is used for ground
training purposes.

        CFE leaves it to the discretion of the participating countries as to
whether they want to send representatives to take part in the ultimate
destruction of weapons listed in a certain class by them (including MiG 21
type planes).

        Since none of the countries in question signaled its intention to send
representatives to the destruction, the remaining nine planes were cut to
pieces in the presence of reporters on Tuesday morning. Preparation of a
MiG 21 plane for destruction costs half a million forints.

        The plane's equipment was dismantled so that pieces can no longer
be built into functioning planes, but the components are still good for
further use.

        The pieces of the planes remain on the spot for potential checks until
mid-January, and then taken and possibly melted down by a company
which wins a tender for the recycling of waste.



Horn Interview in Polityka

        Budapest, November 22 (MTI) - THE Polish weekly "Polityka",
appearing tomorrow, has an interview with Hungarian Prime Minister Gyula
Horn, starting an official visit to Poland on Thursday. Horn said that next
year's state budget has to meet both internal and external constraints. The
International Monetary Fund, for instance, wants the central budget deficit
not to exceed 5.5 per cent of the GDP, he said. The prime minister said
fundamental reform of social-welfare would be important for stabilization.

        "I thought that corruption manifest at several places could be
eradicated more quickly and privatization accelerated," Horn said. "1995
will be a year of stabilization, and the government is determined to take
tough measures. It asks the people to be patient in the interest of later
prosperity. This government has sworn to lead the country out of its
current economic plight, and will carry out this plan whatever happens," he
said.

        Horn rejected opposition charges that the governing coalition had
introduced a "parliamentary dictatorship". "It must be stressed, however,
that the fate of the country and its development cannot depend only on
coordination, because we often find the opposition trying to block reform,
something which we cannot allow."

        Budapest, November 22 (MTI) - The Hungarian prime minister hoped
that Hungary and Poland would keep good relations.

        Horn said that Visegrad Four member states should focus on bilateral
talks rather than regulated, institutional cooperation. The prime minister
recalled that the Hungarian Socialist Party and the new government have
since the very beginning said it was ready to negotiate with Slovakia and
Romania so as to conclude a basic treaty with both countries. These
treaties would both declare the inviolability of borders and guarantee the
rights of minorities living in one anther's country, he said.

        "We can only help improve the fate of ethnic Hungarians abroad if we
establish good relations with the countries concerned. I do not fear
Hungary becoming a scene of local conflicts although many people are
worried by political developments and the war beyond our southern
border," Horn said.

        "Accession to NATO alone would not eliminate the danger of ethnic
conflicts. I would rather say that the sooner we settle our ties with our
neighbours, the bigger chance we have for joining NATO," Horn told the
Polish weekly.

PM Accepts State Secretary's Resignation


        Budapest, November 22 (MTI) - THE Hungarian Government
Spokesperson's and Press Office sent the following statement to MTI on
Tuesday afternoon:

        On November 22 Prime Minister Gyula Horn held a consultation with
Ivan Peto, Chairman of the Alliance of Free Democrats (AFD), Gabor Fodor
(AFD), Minister of Culture and Education (AFD), and Gyorgy Janosi (HSP),
Parliamentary State Secretary of Culture and Education.

        Janosi emphatically confirmed his request for being relieved of his
post. The state secretary resigned because he had misinformed the prime
minister on the budgetary resources available to the ministry, prompting
Horn to make an impossible promise to raise teachers" salaries.

        Giving the reasons for his decision to quit, Janosi said he saw no
quarantee for eliminating malfunctions in the Ministry of Culture and
Education and shortcomings in cooperation with the Finance Ministry, and
for asserting his professional standpoint. Considering also what was said
at the consultation, Horn accepted Janosi's resignation and, with
recognition of merits, relieved him of his post with effect December 1, 1994.
Accordingly, the prime minister made a proposal for President Arpad
Goncz. Both Peto and Fodor proposed that the prime minister should not
relieve Janosi of his post.

                Budapest, November 23 (MTI) - DUE to its tight schedule,
Parliament is unlikely to take the detailed discussion of the privatization
bill
on the agenda before February, government commissioner for privatization
Bartha Ferenc told the daily NEPSZABADSAG. However, he pointed to the
importance of continuing the process in the meantime. The government
wants to finish privatization within three years, Bartha explained. (page 15)

                All rooms have been reserved in Budapest's best hotels for
the two days of the early December summit meeting of the Conference on
Security and Cooperation in Europe, NEPSZAVA reports. But for security
reasons, even the hotel managements will be informed of the identities of
their guests only at the last minute, the paper says in a full-page story on
preparations for the CSCE summit. (page 4)

                Hungarian military prosecutors are fully independent of the
military leadership, as the prosecutorial body uses the same code as civil
judges do, military attorney-general Tamas Kovacs told the daily UJ
MAGYARORSZAG. (page 5)

        Sociologist Attila Molnar gave his view of current political trends in
Hungary in an article carried by NEPSZABADSAG. In his view, Hungarian
conservative parties differ from western-type ones in their function. It is
more important to have an alternative to current government policy than to
form a camp in which everybody has a label on their foreheads saying
"conservative", Molnar explained. The article bears the title "How "Sciesoc"
(scientific socialism editor) Turned into "ScieLib" (scientific liberalism)".

        The daily MAGYAR NEMZET quotes Ervin Demeter, leader of the
Hungarian Democratic Forum group on the Budapest municipal council, as
describing the Budapest mayor's actions over the past four years: "Gabor
Demszky is actually a city guerrilla, who calls for action without
determination for completion. He is incapable of coordinating the interests
of Budapest districts, and can only conceive a Budapest leadership that
acts hand in hand with its ideological partners, against the government..."


Hungarian PM Interviewed by Polish Radio


        Warsaw, November 23 (MTI) - "I am looking forward to my talks in
Warsaw, mainly aimed at discussing bilateral economic links, with great
expectations," Hungarian Prime Minister Gyula Horn said in an interview for
Polish Radio correspondent to Budapest Leszek Platta, given as a lead-in to
his official visit to Poland due to start on Thursday. As regards the Central
European Free Trade Agreement (signed by the Visegrad countries:
Hungary, Poland, the Czech Republic, and Slovakia), Horn said that
realizing already signed accords should precede the further dismantling of
trade barriers, or the extension of the organization, as the history of the
free-trade zone is rather short.

        Cooperation between the Visegrad countries is an important factor of
Hungarian foreign policy, the prime minister said, stressing the priority of
the economic aspect of these relations. Asked about Russian statements
related to the aspiration of the Visegrad countries for NATO admission,
Horn said, "We intend to convince Moscow that Russia's security will not
be jeopardized by the NATO membership of either Hungary or any other
state in the region. An alarm bell still seems to start ringing in some
Russian politicians' heads as soon as they hear about NATO.

        "NATO has not attacked anyone and does not pursue an aggressive
policy ... It has the right to make a sovereign decision on the extension of
the organization.

        "I cannot understand Russian politicians, why they are trying to limit
our sovereignty. In Hungary's case, it is a national decision, Budapest will
decide itself if it wishes to join any international organization.

        "This is our internal affair... Russia is one of the great powers of th
e
world, playing a serious international role and its position has a weight on
many issues, but all this cannot allow Moscow to hinder the Visegrad
countries from admission to NATO."


Polish PM Waldemar Pawlak Gives Interview to MTI


        Warsaw, November 23 (MTI) - POLISH Prime Minister Waldemar
Pawlak gave a short interview to MTI's Warsaw correspondent, Janos
Barabas, in connection with Hungarian Prime Minister Gyula Horn's visit to
Warsaw starting on Thursday.

                Pawlak voiced his satisfaction with the dynamism of bilateral
political and economic cooperation, which has been particularly strong
since July 1, when the free-trade-zone agreement affecting not only
Hungary and Poland but also the other two Visegrad countries, the Czech
Republic and Slovakia, came into effect. In Poznan (where heads of
Visegrad Four and Slovenian governments meet on Friday) trade
cooperation will be discussed. Poland would like to free its trade with these
countries to a similar extent that it has reached in trade with the European
Union, Pawlak explained.


Foreign Minister Kovacs Releases Statement in London


        London, November 23 (MTI) - INTERNATIONAL questions were
central to Foreign Minister Laszlo Kovacs's two day visit to London, but he
also told his hosts about new Hungarian government goals. These were of
interest to British Foreign Secretary Douglas Hurd at a working dinner,
marked by a good atmosphere, and lasting well into Tuesday night, Kovacs
said.

        In exchanges of views between Hungary and Western Europe
questions of developing Hungarian-Euro-Atlantic links more dominate
visits than questions on changes in bilateral relations. Kovacs said his talks
with the British secretaries of Foreign affairs and Defence were
outstandingly important.

        Kovacs also spoke about what the Hungarian leadership was doing
for the rights of the ethnic Hungarian minority living outside Hungary and
those of national minorities living inside Hungary.

        He stressed that an appropriate treatment of the minority issue was
fundamental for ensuring stability in Eastern Europe.


        London, November 23 (MTI) - BRITAIN has given clear support for
Hungarian integration plans, and on this issue there were no differences in
the positions of the government and the opposition, or the government and
the parliamentary MPs.

        Kovacs held comprehensive talks with British Foreign Secretary
Douglas Hurd among others about the way the European Union was
developing. They discussed lines of integration development above or
among nations as a possible alternative, Kovacs said, adding that in Hurd's
views the debate is still under way within the Union. The minister held talks
about ways to expand NATO, and its potential effects, especially with
Russia and Ukraine, about the impending Budapest CSCE summit and the
Yugoslav situation. In connection with the CSCE summit the sides agreed
on the need to provide fresh impetus to the process, adding that it must
ultimately become a structure which can meet the realities of the present,
and can answer the challenges of the future.

        Kovacs said he agreed with Hurd that the CSCE has so far mainly
focussed on crisis management - without much success - must in the
future aspire to prevent conflicts.


View on Hungary's Admission to the EU


        Budapest, November 23 (MTI) - NEGOTIATIONS on the admission of
Hungary to the European Union could start in 1997, said Jacques Vonthron,
director in charge of agriculture at the directorate of the European Union, at
a press briefing here today.

        Vonthron said it was vital to amend the part of the European
agreement regulating farming, which would help the chances of East
European countries for admittance.


Coalition Parties Have Still to Learn How to Govern, Horn Says


        Budapest, November 23 (MTI) - ADDRESSING a Hungarian Socialist
Party (HSP) rally in Budapest today, Hungarian Prime Minister and HSP
Chairman Gyula Horn spoke about the functioning of the governing
coalition and his party's cooperation with the liberal Alliance of Free
Democrats, the minor coalition party. The rally was part of the Socialists"
preparations for the municipal elections, which will take place on December
11.

        The prime minister said the coalition was working, the two parties
had an open relationship but, of course, both of them were still learning
their roles within the coalition.

        Horn said, "no one can deny that the coalition was formed by two
democratic parties. It is also obvious that both the Socialists and the
liberals are taking part in an experiment. It won't be the fault of the HSP if
the coalition fails."

        The prime minister pointed out that 1994 and 1995 were intended to
be the years of stabilization, and Hungary could embark on the road to
development only thereafter.

        "I see a chance for a long-term social and economic agreement to be
reached but it may not be until after next year," he said. Horn added that the
trade unions had a right to strike but doubted whether strikes would yield
any success. "Should there be protest action, I would make every effort to
convince those involved not to go on strike. In case of failure, however,
strikes should be tolerated."

        Addressing foreign policy issues, the prime minister said the cabinet
was determined to adjust its home policy and its ties with its neighbours
and minorities to the requirements of the European Union.

        In conclusion, Horn asked for patience and confidence in the
government. "The government may take measures that are unpopular but
will never take any against the people. If they feel that they have been
cheated, they should raise their voices and we will draw the conclusions,"
the prime minister said.

Intro:  President Boris Yeltsin has taken a tough line at the
Budapest summit, saying Russia cannot accept an eastward
expansion of NATO.  From Moscow, VOA's Peter Collins takes a look
at Russian attitudes in this background report.

Text:  Even before leaving Moscow for Budapest, president Yeltsin
made clear where he stands on the question of NATO expansion.  He
said, in these words, "Russia is against the North Atlantic
Alliance expanding the sphere of its influence to the east,
since, then, NATO's frontiers will approach the borders of the
Russian federation."

At the summit itself, Mr. Yeltsin said NATO's plans for accepting
Moscow's former cold war allies -- the Czech Republic, Hungary,
and Poland -- could revive cold war tensions.  "A cold peace," he
called it.

Complaining about Washington's influence, president Yeltsin
bluntly lectured president Clinton, saying it was a dangerous
delusion to suppose that the destinies of continents and of the
world community can somehow be managed from a single capital.

Why is Moscow talking like this?  After all, isn't the cold war
supposed to be over?  Are  not  east and west supposed to be
friends now?

If you study the rhetoric from Moscow, that's just the point it's
trying to make.  In Moscow's view, it's the west that refuses to
believe that democracy in Russia is for real.  It is the west
that is building barriers out of fear the Russian bear (national
symbol) will growl again.

Listen to president Yeltsin on that point:  "Why sow the seeds of
distrust?  After all, we are  no  longer enemies.  We are
partners now.  It is too soon to bury democracy in Russia."

In analyzing the situation, the foreign affairs columnist for the
Washington Post, Stephen Rosenfeld, makes the point that by
failing to deal effectively with Bosnia, NATO undermined its
credibility.  During the cold war, he notes, the 16-member NATO
was a deadly serious alliance that provided its members with an
ironclad security guarantee.

In other words, it meant American soldiers were solemnly
committed to defend Germany and other NATO nations on their
borders with the east bloc.  If NATO now expands to include the
former communist countries of that bloc, will that commit
American, German, British, Polish, Czech and other NATO soldiers
to fight together?  And if so, against whom?  The only potential
enemy in the neighborhood, of course, is Russia.

It should be  no  surprise, therefore, that Russia is annoyed
about  not  being taken seriously as a trustworthy, democratic
country.  And it should be  no  surprise that Moscow wants to see
European security put in the hands -- not  of NATO, but the
larger, 53-nation Conference on Security and Cooperation in
Europe now meeting in Budapest.  To this end, Russia has proposed
the creation of a European Security Council.  In such a council,
Russia would have a say equal to its size.  In an expanded NATO,
of course, it would be frozen out.

Commentators here in Moscow know that Russia's proposal will  not
be accepted in Budapest.  Much more debate is needed, they say.
Definite decisions on reforming the C-S-C-E will be put off until
its next summit, two years from now.  (Signed)

The following is the text of the address by Gyula Horn, Prime
Minister of the Republic of Hungary at the CSCE Summit Meeting
of the Heads of State and Government (Budapest, December 5,
1994).




Mr Chairman,
Distinguished Colleagues,
Ladies and Gentlemen,


On behalf of the Hungarian people and the government, let me
welcome you to Hungary.

I am convinced that the CSCE Summit Meeting of the Heads of
State and Government is an event of utmost importance. The top
leaders of Europe and North America have come here to survey
and evaluate the changes in the world and the CSCE region from
Vancouver to Vladivostok, to define the future direction of
the activities of the CSCE, and decide in the fundamental
questions relating to the future of the region.

The Republic of Hungary considers it an honour to be able to
host the Review Conference and the Summit Meeting. We take
this and the function of the current presidency of the CSCE
for this coming year as an expression of confidence in our
country. We thing that this assignment is also an indication
of attention to Central Europe, our immediate region.
I can assure you that the government of the Republic of
Hungary will do its utmost to live up to the task and the
special responsibility we now have. As the current president
of the CSCE, Hungary will do her best to meet the expectations
and norms that have been shaped by the successful activities
of such earlier presidents as Germany, Czech Republic, Sweden,
and Italy. We shall draw on the experience of the former
presidencies and their advice, and we count on the support of
all the participating states in a similar way.

We are aware that it is fair to expect the activities of the
current president to be impartial and neutral. At the same
time, it is also obvious that no country can be expected to
give up its national interests. I should like to assure you
that we shall make every effort to see that the Hungarian
interests in foreign policy in no way hinder us in fulfilling
our duties as the current president of the CSCE, and we will
fully comply with the expectations. This will not present any
difficulty for us, because the main objectives of the CSCE
coincide to a large extent with the essential objectives of
the foreign policy of the Hungarian government: the promotion
of European integration, the strengthening of good-neighbourly
relations, and the protection of national and ethnic
minorities are issues equally important both for Hungary and
the CSCE.


Dear Colleagues,
Ladies and Gentlemen,


The Budapest Review Conference has offered an excellent
opportunity for the participating states to survey the period
since the Helsinki Summit. We agreed in finding that the past
two years have been characterized by both security and
insecurity, progress and sudden standstills, war and peace. I
am afraid we will have to come to terms with the perspective
that the European situation will continue to be marked by
these contradictions for some time to come. It is also a fact,
however, that the European states have never had such
collective means at their disposal for limiting unfavourable
tendencies and reinforcing positive changes. By adopting the
Paris Charter, the CSCE countries have in essence created such
a system of means, and if joint efforts are made to develop
this system on a permanent basis, it will become more and more
a suitable instrument to ensure stability and comprehensive
security.

One of the main tasks of this meeting is to further develop
the institutional system of the CSCE based on our experience
gained so far. It is our common interest that this new system
should make provisions for effective conflict prevention and
crisis management. It is also essential that the principle of
CSCE first be adopted, because with this, the central role of
the CSCE in maintaining European security and stability,
managing conflicts, and preventing crises can be enhanced. At
the same time, it will also make provisions for an effective
cooperation between the CSCE and the UN. It is also important
that we should have close ties with other factors in European
security, such as NATO, the European Union, the Western
European Union, and the Council of Europe. We are convinced
that it is not rivalry but cooperation between these
institutions that can serve genuine security of Europe.


The existing system of means and instruments is not, however,
sufficient in itself. Its successful operation requires the
political will of the participating states. Perhaps the most
important task of the present conference is to declare
clearly, firmly and solemnly: yes, we have the political will,
we are ready for joint action. We know, of course, that this
is not always easy, because specific national interests, and
historic binds can make it difficult to reach a common
position. Experience, however, warns us that putting off
decisions may lead to newer crises, which Europe can no longer
afford.

Our ultimate goal is that common interest and values be shared
universally in the entire CSCE region, and that CSCE
principles and commitments be fully implemented. Only in this
way is it possible to guarantee that no country will in the
future be faced with the danger of isolation or threat. There
should be cooperation both in the political and the economic
fields; common values should not be accepted only as slogans,
but enforced in practice. This, together with an early warning
system and the instruments of conflict prevention primarily in
the field of human and minority rights, will give us and
excellent basis for the elimination of new sources of conflict
in time.

We believe that the Budapest conference is performing an
historic task. We are aware, of course, that there will be
remarks and observations to the contrary. These express in
many cases justifiable expectations and needs. Yet, we are
convinced that the document to be drawn up here will contain
resolutions and stands which correctly reflect the position
and commitment of every member of our community for the cause
of European security and cooperation. If we all have the
readiness and political will to implement these resolutions,
we may be sure that our next meeting on our common future will
take place in a Europe which is quieter and more secure.

Ladies and Gentlemen,

It is my pleasant duty now to express on behalf of all of us
ourthanks to the government of the Italian Republic for all
the outstanding work that Foreign Ministers Andreatta and
Martino have done during their presidency. Special thanks are
due to Ambassadors Bruni and Sica and their colleagues for
their work during the past year that has earned the
appreciation of all of us. We shall do our best to meet the
high expectations shaped by the previous holders of this
office. We are determined to assist the fulfilment of our
common goal: the creation of a unified, free, democratic, and
flourishing Europe by promoting the implementation of the
decisions to be adopted here.
